Does anyone feels like Black Cleaver needs some buff?

This item is so Weak Right now even Darius and Garen Prefers to go for item 3078 rather than item 3071 . And even I as a Renekton main when I build it against a Tank I barely feel like doing more damage.

24% Armor reduction is just way too weak... they could make it 5% per stack but stacking up to 5 times it would be a much better item, +1% maximum penetration and a little faster to fully stack.

Because let's be honest, 24% Of a Tank Armor is nothing considering he didn't even lost a quarter of his armor which is basically nothing. By Math there is a difference of 1.5-2 % damage for 100-400 (max at 137) enemy total armor between 5% per stack and 4% per stack Cleaver. It doesn't seem like much but even 1% bonus damage is huge over the course of a game.

Gimme your opinion please.

I don't mind the shred amount seeming as many champs who build it already have armor pen and there is too much armor pen, lethality, and true damage available by runes and items anyway. Rather, it would be nice if maybe it provided even more utility (without increasing damage) by providing a slight damage debuff to enemies like 5-10% at Max stacks (similar to phantom dancer effect). Damage escalation is already too high, it'd be nice to counter it some more.

Black Cleaver has three important aspects.

1: Allow bruisers/juggernauts to chew through tanks' armor, but we have Conqueror and built-in armor pen on many of the aforementioned champions.

2: Grant sticking power to those same users, but Trinity Force does this better by always granting movement speed comparable to Rage's passively (and then granting Rage anyway).

3: Health and CDR, stats wanted by those champions. Trinity Force grants the same CDR, though, and there's only a 150 HP difference between it and Cleaver.

Conqueror specifically doesn't play nice with Cleaver because, since you're only dealing 80% physical damage, it makes Cleaver's armor shred only 80% as effective as it would normally be.

As for Cleaver specifically, I think its Rage needs to be stronger on melees so that Trinity doesn't straight out-class its sticking power on them.

Unique Passive - Rage: Dealing Physical Damage grants 30 Movement Speed for 2 seconds. Assists on Cleaved enemy champions or kills on any unit grant grant 90 Movement Speed for 2 seconds instead. The Movement Speed bonuses are reduced by 66% on ranged champions (to 10 and 30 respectively).
