What would be the ideal situation to pick Ziggs?

I was talking with some friends today, and the conversation circled around to Ziggs. I asked them "when would you pick Ziggs?" as a theoretical question, and their answer came back as "never". I'm curious if G&B agrees with their reasoning:

#The Competition

Azir - A mage with very strong zone control, decent range poke with his Q+AA combo, high burst damage, a mobility spell, and a "respect my personal space!" ultimate. They reasoned there's nothing you'd want to do as Ziggs that you couldn't do more effectively as Azir. Sure, you might be able to do it from further away, but Azir has the tools to let you feel safer up close and personal with enemies. They came to the consensus that because of all that Azir offers, he's the main reason why Ziggs isn't seen as frequently.

Varus - A fully charged Q pokes further and faster than a Ziggs Q. While Ziggs has the upper hand in mobility, they're comparable in terms of CC. They argued that Varus mid was more desirable because of the defensive item situation, which tries to make Armor items stronger by reducing the attackers attack speed or returning auto attack damage, neither of which Q spammer Varus has to worry about. His ability to help take towers was also a plus.

Jayce - Came up briefly, for many of the points that made Varus a good pick.

Viktor - Far more burst than Ziggs, and good poke with his E. The differences in range were considered to be minimal due to the bounce factor of Ziggs's Q.

#The Meta

Ziggs fell off hard when the Assassin meta rolled in, and hasn't recovered with the Tank meta either. What kind of meta will it take for Ziggs to be a good pick again? How do you see us getting there?

At this point, I'm wondering if there's a reason beyond love of the character to pick Ziggs at all. Hopefully someone can show me something that was skipped over.

ANYTIME is when you should pick ziggs, if you are confident in your play. Gnar

Lets assume someone who's equally proficient with all champions for the sake of discussion then. It's more of a champion design and strengths/weaknesses discussion than a "who should I personally play" discussion.

I agree in general that you should play champions you play well, regardless of their popularity. I've been playing AP Ezreal for a year, and I don't think I'll stop anytime soon.

They all play completely differently. Viktor's a high burst medium range mage, Jayce is a poke/all in champ, Azir's a poke/zone champ, Varus is an adc that goes mid lane, Ziggs is a siege champ. He's got global presence, all aoe, easy kiting, good zoning, low cooldowns, and great wave clear. You pick Ziggs when you've got a strong late game and want to stall the game out. The game ends when the person playing Ziggs wants it to end.

When he's your best champion. Beyond that, assuming you can play all champs equally, your friends are mostly right. There's not really anything that Ziggs does that really sets him apart. At the same time, let's be honest, most people choose champs because they enjoy playing them and/or are good at them. Only the pros pick champs purely based on how good they are compared to other champs of a similar style.

Also his Arcanist skin is awesome. That's another reason to play him.

Ziggs has more lower cooldown poke than azir, and comparable if not better waveclear. Both Ziggs and Azir have zoning ability, poke, and seige ability, but Azir does not have as much on-damand damage as Ziggs.

Ziggs is much better at stalling games out, and keeping all waves pushed. Ziggs' zone control is also more permanent than Azir's soldiers. Ziggs can keep a passage perpetually blocked by his Mine Field, and another passage blocked by his satchel change, while STILL poking, and having an ult that allows him to add burst to a fight.

Ziggs has a lot that Azir doesn't, and Azir has a lot that Ziggs doesnt.

I seem to recall Ziggs gaining a lot of popularity in the assassin meta, as he's one of the few mages capable of just playing so safe they have issues killing him in lane.

And tanks/fighters are weak to poke. Eat 1 to many bombs and you're effectivly a squishy, and Zigg's has the zonning potential to make them stay far enough away he can make that happen. He's not like Akali where it's 100%-->0% or bust, Ziggs can take his time.

His issue isn't other champions. Zigg's range and "don't die" proficiency is all around to solid for him to really care who's popular. His issue ATM is the mana-regeneration changes that make it much harder to win endurance races with mana-intensive poke via item 3174 just not being the mana-battery it used to.

As for when to pick him: When you have a late-game comp. Ziggs is stupidly good at stalling out a game indefinitely, he's perhaps the best champion in the game at doing so. His range is stupid good, his wave clear is ridiculously strong, his zoning potential is pretty amazing.

Have someone like Vayne, Ryze, or Nasus on your team? Ziggs is pretty solid. Game really only ends when Ziggs wants it to end.
