Help me Understand please
Why are people opting to use Unsealed Spellbook for some mid laners? Doesnt it make your laning phase weak? Im talking about champs like

Flexibily of summoner spells or reduced cooldowns really. Some people have a bad early game anyways and opt for it for survivabilty then can switch later to tp so they miss less farm/ xp while also having the option to go more offensive later once you hit your power spike to secure kills.
Had a friend who played annie alot and said pre 6 you really need ignite or some kinda active item or something in order to really burst someone and kill them or they tend to get away alot. So having ignite up more often is nice
