That's a very difficult comparison, since Gangplank is a Disruptor/Skirmisher hybrid (I think, don't crucify me if I'm wrong) and Velkoz is an Artillery Mage.

I guess it just boils down to what your team needs, more physical damage or more magic damage.

both can basically oneshot your whole team when they get the chance to, but their playstyles are different.

I say GP has more potential but is harder to pull off while Vel'Koz is more reliable but has less potential.
