Who is head of Riot Balance Team? Does he have a Twitter?

I've like to start tweeting at some important people if possibly, atm I'd just love to tell them that I agree with Negatron Cloak coming back, it's a great change in 4.21 however I severely disagree with the dragon changes, the 1st buff nerf is fine, that's kind of OP anyways. However the switch between buff 2 and 4 is a shitty idea. the minion damage is useless that late and the second dragon might still be a little to early for hard turret pushing, depending on when it's taken. These buffs should not be switched, dragon control yielding easier jungling is not wrong, it should stay the way it is, it's more incentive to take dragon yourself.

So does anyone know who is the big boss of balancing, the one who has the most say in what happens to this game? Is it Morello? Or....
