Ryze QOL change

It might be a ping issue, but I rolled Ryze in an ARAM and had difficulty keeping his stacks up.

With Vlad if you cast E right as the timer finishes, you gain an extra stack. It increases at the beginning of the cast. With Ryze, you don't. Stacks seem to be added after the cast time. This makes it a bit harder to pick up Ryze. Any chance we could alter this by extending the timer (not the time limit) by 0.25 seconds or adjusting it to add a stack on cast.
