do reports actually do anything still because I feel like they don't. Tribunal is still down after 1 FUCKING YEAR and I've played multiple games with the same people and they get reported many times and are never banned

Reports mark the games they play in and are put up for review. Reporting players doesn't mean they will get banned instantly. So far reports are being reviewed by Riot as stated many times at the boards, the Tribunal was still revamped from the last news I read by Lyte.
The tribunal is almost non-existent ATM. It has some automated stuff, but doesn't dish out bans unless you break the rules in many, many games. I agree though, plenty of players need to be banned.
I have a personal experience, of playing with someone, and they were really toxic, and just a general jerk, so I blocked him. But 6 months later, i got matched, and I expected some sort of change, so I un-muted him. Shock and awe, he was just as toxic as before. I don't think anyone really gets banned, they just get exiled to bronze...... so most (85% of players) of us have to deal with them.
