Due to the cost for upgrading the ult being lowered down to 250, I feel like it would make sense if the 1 silver serpent per second generation on ARAM should be tuned down to 1 silver serpent every 2 seconds. If it stays at 1 SS per second, one could fully upgrade the ult after 12 and a half minutes (plus the minute or so before the generation starts) without using Q once.
