Pretty sure it was always blood. They just added ice effects to his other abilities. Probably to prevent visual confusion.
No, the trail is always red no matter what the skin is. Honestly from a price-point thing it shouldn't even have the extra particles it has because it's a 520 skin, not a 975+. But Riot is trying to make the cheaper skins appealing enough for people which is awesome.
