Garen should not exist

What kind of troll designed this champ? A melee tank that is one of the hardest champs to kill, restores his health just by walking out of the fight in like 20 seconds, gets more op with time, scales his magic resist and armor, does way more dmg than most tanks sept for a stacked Nasus or a Tahm Kench (also broken), has a super run like blitz but without the slow on the end, has a silence even though he is a melee champs and the only other champs with silence are mages, has an aoe spin for group fights, and has a lock on kill that does more than a quarter of someones hp bar and even more if he has you on his mind with his little picture next to his head. Like how is this supposed to be balanced? And dont be like "oh well in high elos" or "he is very easy to counter play and kite" not in lower levels he is not everyone feeds him any team with a Garen auto wins every single game. He might be op so that new players can feel like they are doing something but in the hands of a good player he becomes broken. maybe not super broken but broken none the less.
