mind telling me what the hell is up with this champ? so, i just 1v1'd a friend on aram, i was fiddlesticks he was akali... Each time I would get him to almost 0 hp, and then he'd use his abilities once.. and be back at almost full health... riot plz.. your thoughts?

15% of the damage they do is going to be a good chunk of their total HP.
Fiddlesticks is a DPS champion, assassins like akali are great against DPS but are weak to burst.
The answer to why akali didnt die: 
Fiddle can get her low but can't easily finish her off since it takes you way longer than her to do her damage and heal from it.
