Trinket Timers:

There is nothing more annoying than getting into a new game as a jungler you have never played before, grabbing the wrong trinket, and being unable to use the other trinket when you switch.

First I don't understand why the trinket has a time on it before you can use it after you buy it, in general. Again, I am referring to the timer on a trinket after you switch to a different one, not after you upgrade or use your trinket. If in my game there's an enemy Akali roaming around and I need to swap my warding trinket for a scanner, I need it to have immediate impact, or some people could die/Akali could get out of tight situations. Having swap timers on trinkets only hinders reactive play, which seems to be a large part of what you have been endorsing Riot.

Even if that isn't a change you are willing to make, trinkets are supposed to be on a 20 or so second cooldown when you first buy them. But if you accidentally buy the wrong trinket, and switch to another one, it will have the full cooldown. Can you change that PLS? It is really annoying as a Jungler (who's reccomended trinket is a scanner) to accidentally buy a scanner, and not have the early wards to protect from invades.

The initial delay is due to higher level players placing wards immediately which pretty much ruined invades with no cost. I'm not 100% sure but I think if you use the undo function there isn't a reselling cooldown.

I mean you could argue that items not reselling for full value hinders reactive play. If the enemy Trist gets fed maybe I want to sell my Banshee's for a Thornmail, but there also needs to be costs for decisions.

I see where you're coming from, but Trinkets are free, they're not like normal items, not a fair comparison. Besides, Riot has said they want to improve the reactivity of items, thats why cloth armor now builds into all armor items, and null magic mantle now builds into all magic items. Building Banshee's is a conscious choice one would make given the state of their current game.

The reason item's are less isn't to punish people for bad decisions, but to suffice for the value that champions have gotten from item's they've used. For example, If I had a GA and it brought me back to life several times, that has high impact on the game, so reselling it at equal value would be very unfair to the enemy team. Even if its a basic item like a Warmogs, that additional 1000 health can have a large impact, so to refund at equal price would again be unfair to enemy team.

Which is exactly WHY they have a delay. There would be no cost to switching around trinkets. Another ideal Riot likes to throw around is meaningful choice, aka decisions have meaning and aren't arbitrary.

I don't understand why you think trinkets are any different. You have them, and you get benefit for having/using them. If you want to change you have to pay. There isn't a gold penalty for selling it because there isn't a gold cost, thus there is a different penalty; you have a delay. How long the delay is etc are up for debate, but those are just touchy balance things.

Yep, double check you have what you want before you leave base, otherwise undo it.
