Sivir's already unique, but running quickly towards/away from something is already a niche taken by others (Garen, Karma (I'm sure there are a few more))
I feel that giving some more move speed when heading towards enemy champions would give it a bit more niche and make a bit more hunting without dramatically pushing her power over the top.
Sivir's ultimate is one of the most lackluster abilities in the game. The cooldown is certainly far too high for what it offers; a team-wide movement speed steroid for reaching key objectives.
To solidify Sivir's unique champion strengths, the cooldown should be changed to 100/80/60 from 120/100/80. More frequent use of her ultimate will encourage teams to traverse the map together because of her distinct team-oriented mobility while solidifying her unique strength as a carry - mobility.
She, in other words, would lead the pack.
So, you want to give her ultimate more movespeed towards enemy champions. To make it more niche. Huh. Where do I see the problem with that?
Oh right. How about instead, you just lower the cooldown by a ridiculous amount?
