I don't really have a problem with getting to targets too much because using E+out of combat movespeed helps me get almost anywhere I want.
What I don't like is his W delay. When you're going for a pick and/or chasing someone there aren't many options that you can do if they have dashes or flash, unless you outplay it with E because Q would be typically used for gap closing unless you set up an ideal situation for yourself. You can jump on someone and they'll easily side step your W which makes you lose a lot of damage as the return is where the bulk of the damage is.
I would really like it if they put back the slow on Rake both ways. Even if it's weaker, it'll help land the return. Not having ANY form of cc just lets your target literally walk out of your burst and forces you to commit harder than you should.
E.g. I was ganking a katarina support while I was like 14-2 and couldn't kill her because she ran down the lane. I Q'd for the gap close, W>Ult and tried to auto but she walked out of my blades since nothing slows and W+R have a delay.
This is why I really like taking talon into the jungle because his ganks are less predictable and red buff's slow is super useful. I've been taking red smite with talon, but kinda want to try chilling smite now
