Different people. Different opinions.

The problem is Exhaust does more than just reduce damage.. It** reduces their movement speed and attack speed by 30%, their armor and magic resistance by 10**, and their damage dealt by 40% for 2.5 seconds.

If people wanna complain about exhaust being broken, they should see what it replaced. Now THAT summoner spell was cancer. I forget its name, but it was a 3 second silence that also removed any buffs the target had on them (including things like Kayle's ultimate).

Just because assassins are cancer, doesn't mean that fighting them with another cancer is OK.

Keep the reduction of damage.

Remove the resistance shedding and the slow.

If people want it to make people have more trouble killing you then fine.

It should not also make it much easier for you to kill them.
