Intentional one-way matchmaking, OK. But low grades too?

6 loss streak (normals), not even ONE balanced game. And this is typical Riot system, forcing a 50% win-loss ratio. That's why you can't find balanced games indeed.

No hope they will fix this: fast queues, cheap coding, people don't care much or don't even notice they are having one balanced game every 10-20-30.
