New Conqueror is better against squishy targets than it is against tanks ?
I feel like new conq just doesn't do anything against tanks. Meanwhile I'm melting squishies with it. Intended or nah ?

They removed its anti tank portions entirely, and instead shifted it to raw damage, that scales into every damaging ability. Champs with it will burst harder, AA harder, and do more sustained damage. This in turn means more of their damage is mitigated by resistances (same percentage, but larger numbers means more damage mitigated) but champs without resistances (say, ADCs, behind champs, enchanters, etc) will simply take more damage. Furthermore, as they heal for a % of damage dealt, they will heal for more against squishy targets.
Finally, conqueror now scales really well with penetration, particularly flat Magic Pen and Lethality, which further cements it into an anti squishy, weak against tank niche. The anti tank rune is PTA, if you were wondering, as evidenced by pro play last year including Worlds 2019 where even when conq gave true damage PTA was still favored over Conq for dealing with tanks.
It can still act as anti-tank, ask mages like Cassio and Ryze about it.
Its not actually anti tank though. Literally nothing about it affects tanks, HP stackers or resistance stackers more so than any other type of champion. In fact, it has a LESSER effect on those who stack resistances, in EVERY FACET OF WHAT IT DOES than it does on non-tanks.
My point is that the AP from it just gives them more power to punch through resists. AD users cant do it. Thats what I mean by anti-tank. Its not really anti-tank, more so anti-everything.

I wouldnt say anti tank, but more of a drain tank ability.
Squishys dying faster than tanks? Working as intendet if you ask me....
The point of Conqueror is not that you melt tanks(not anymore), but that you simply ignore their lowish damage with the sustain and thus still easily come out ahead in the 1v1 extendet fights.
In my opinion, if they want conq to be the primary 'anti-tank' rune (not sure if that is exactly their intent as that might be TOO narrow) and the true damage was too strong (it was) then they can meet in the middle a bit. Rather than getting a bunch of ad/ap (now) or true damage (old), it could be a small amount of ad/ap and a small % armor pen. The % armor pen would be much more effective against a tank than against a squishy.
Conqueror was intended to be a catchall keystone for all the bruisers that didnt have other keystones that worked for them. I think what alot of people don't realize is that in the mastery system with fervor of battle there was a 7% armor penetration mastery that came with it. The thing is even with new conqueror having no true damage most bruisers can still 1v1 tanks easily in the sidelane and thats not really something thats ever going to change. I guess at least it feels more fair to the tank player? The only way tanks will ever be viable solo laners is if solo laning as a whole gets extremely nerfed and the other positions get buffed enough that carrying from a solo lane is not viable compared to carrying from jungle / duo lane.
Why are we complaining about tanks? They are still in a weak spot and weaker as supports since the preseason. In top lane, there are only 3 tank champions in the top 20. One of them doesnt even build full tank... it builds mage hybrid.
You cant really make tanks weaker than they already are. The only two tanks in the top 20 that you have to worry about are ornn and shen. The rest of the lane is still dominated by fighters, bruisers, and mages like it has been for the last 3-4 years. And that is getting old.
The tanks that are 'good' aren't going top lane, they're going mid and support instead and they're basically assassins with more HP.
The rest of the tanks will join them once their base damage all gets buffed as well.
Riot attempted to make tanks viable solo laners by making conqueror worse against them, however all it did was make tanks even less viable as solo laners because now your solo laners HAVE to be carries with how EXP is distributed in S10. Ultimately I think this was the plan though, they don't actually want tank meta, they want 1 shot right click outplay meta. Also Conqueror is still good enough vs tanks in the 1v1 anyway. You can sustain alot of their damage with conqueror healing and most bruisers have some way to deal with armor +
, and mages have
. The champions that don't have ways to deal with armor though are just not viable like
and
even who actually has a surprising 49% winrate atm. The only viable positions for tanks are the same as last season, jungle and support.
I mean, you remove the true damage aspect and increase its raw damage....of course it does less to tanks and more to squshies...... that's just common knowledge.....
Try it as Ryze and Cassiopeia against Tanks and you will start doubting your statement

Mages dont need conq to be anti tank. I play melee bruisers and this shit is NOT anti tank. Feels more like assassin keystone to me now.

And yet They got another rune to destroy Tanks. Indeed Riot has nerfed it into oblivion as a sad attempt to give some power to Tanks and they ended up making a rune that mages and all sorts of ranged bullies use against them. As a result, Bruisers are going extinct, Mages moved Toplane once again and Adc's are once again viable Toplane due to the extinction of bruisers.
Not an assassin keystone since it takes time to stack it, it's a brawler keystone same as it was before only stronger against anything that doesn't build the appropriate resistances.

What it is, is a good keystone for extended fights.
It makes it impossible for the tanks to just shrugg of your damage and wreck you with base damage in a 1v1 which was a common problem before.
Now? As long as you get it started it´s very hard to lose a prolonged fight but several tanks like
can get around that which is probably why they are doing a lot better now.
PTA? It increases your damage done by boosting the damage they take, issue here is that if you dont do any damage then they dont really take any and you´ll just get worn down to nothing by their base damage,
But of course conqueror doesnt really boost your damage that much either, but the healing is still a blessing since it lets you keep going where PTA´s damage would not.
