By being civil where they are not. When you give them no ammunition and merely play without reaction then take away most of their power. Follow it up with a report without asking others to report and you'll help weed them out over time.

Well let me just tell you that you have to be lucky for the automated system or something to notice a bannable offense in your report and issue a penalty. Sadly it doesn't succeed always. I think I once failed to get an inting Twitch penaltied once, his reason for the inting? I wadn't trolling, all I did was accidentally take a tiny bit of cs. It sucks but you just have to hope Riot listens to the report. I think you can also send a ticket if they didn't seem to get any form of punishment.
