Instead of giving it stupid stats for champs like 
to abuse, give it an actually decent passive so that people will actually pick it. Because as of now there isnt much of a reason for adc's to pick it over shiv or rfc.
ikr. ill take the on hit damage that static or rfc gives over the passive that isnt anything. maybe if i was ashe or jhin... only cause of the damage from having crit
PD still fills the niche that you buy it to avoid creep block
actually PD is the item that gives the most % bonus ms
i buy it on jhin to kit better enemy divers
the %damage reduction is garbage
I haven't played LoL during the holidays but did something change regarding PD or OP is just high? PD's passive is excellent and many duelists take it for the damage reduction alone on an offensive item.
Ah, just read the last part. Sorry OP, that item has changed owners, it no longer belongs to ADCs only.
