Why do old champions have so much delay?

i'm talking about for example Chogath 's Q cast time is so huge, it makes you lose so much time in teamfight. Or singed's W, Shaco 's Q and W.

what happened to all those delay riot? why did you stop using it?

Taric's kit is so delayed I can't enjoy it :O

The delay on ult is so long, i have to ult 10 mins before a teamfight.
