Why don't all spells (skillshots) cast even if used outside of their range?

Why do some spells force you to walk to the cast range before it fires, and some don't? It's just annoying. If I'm pressing the spell I clearly want it to fire.

ALL spells should fire regardless of whether or not you're in range.

All skillshots can be fired no matter what where as targeted abilities need a target

It should be an option. For me, if I click on a spot, that's where I want the ability to be.

QoL, things like Orianna Q for example, people wanna be able to be precise with it, because it's not just a skillshot, the ending position of it matters a ton. So instead of firing as far as it can go if your mouse is out of range, it goes to where your mouse is, because you should be making a conscious decision where you want it to end up.

For example if you wanted to throw it out and help out a teammate, but it'd mean you wouldn't be able to defend yourself, having it send out immediately would suck, because it wouldn't reach far enough to help out your teammate and now you can't defend yourself either, so it was wasted. On the other hand, if you walk to it, you'd realize it was out of range and use your ball to defend yourself instead.
