Opposite Equivalent to Banner of Command?

Pretty sure I'm not the only one who holds the opinion that Banner of Command is basically just a troll item to screw over teams that are AP dependent. Yes, it makes sense strategically because it gives you an advantage over those AP heavy teams, as well as can be really strong with destroying towers against AP champs. But then what is the opposite equivalent to Banner of Command? What item nullifies AD and auto attacks but can be destroyed by AP attacks? Why make an item like this that only benefits one side of the spectrum and then not make an equally beneficial item for the other side?

Going back, what is the point of Banner of Command? Other than the specific situation where you're against an AP heavy team, you're pushing an AP champ hard in their lane, or you're just being a troll; what good does it to build it at all? I get that this item isn't used that much and I really only see it built on the team that is snowballing (ie troll option). So then why is this item even still in the shop? Why keep an item in the shop that doesn't get built that often, has a pretty specific use, is known to be a troll build, and honestly seems a little outdated?
