Donger nerf on pbe? riot please

Donger ult turret base damage is halved all game basicly,

H-28G Evolution Turret (Q)
    H-28Q Apex Turret (Upgrade!!! empowered turret) beam damage lowered from 200/270/340 to 100/140/180

This is a bloody MASSIVE nerf and is really brutal when your getting camped as ult Q was your best bet to try and at least trade 1 for 1 when ganked , and your not gunna have enough ap to offset this at all till much later in the game , As a heimer main i know he can be oppressive in some matchups for sure but can I get some context for this change ,cause this feels a bit like a gutting when people are already raging on my team if i pick heimer, as it stands feels like that basicly means i should use ult E in every case outside of turret diving , unless the game is 40+mins and im at 600 ap , cause turret damage isn't better anymore , E has CC and ult w is basicly impossible to land without a tank standing there and holding my laner down , even then more cc is likely better due to regular turret beams hitting
