This isn't on your list, but you said you want tank, damage, and CC. I play Taric top a lot and it absolutely destroys people if you don't fall behind. If you can get a lead, it isn't even fair because you can ignore towers completely with just 2 items. If you do happen to fall behind, Taric has the highest win rate in the game on games lasting 40+ minutes (last I saw, it was 59% for 40 minutes and 74% for 50 minutes) so just stall and coming back is easy. He does about a perfect divide of magic and physical damage so it is hard to counter build him if he gets ahead. I think the best thing about him is that people underestimate his damage all the time. Knowing your enemy when they don't know you is a major advantage. Here are some of my games with him. The first one was a while ago, but was against Irelia who you mentioned you want to try. I just made her look stupid that game.

Here is a short clip of when I was 2/2/0 with just Iceborn Gauntlet, boots, and a cloth armor to show you the kind of damage Taric can do while still being super tanky. I knew Kayn was coming behind me because he just killed my control ward but I welcomed the 2v1. I forgot to turn off microphone recording so the sound is a little messed up.
