Honestly confused on countering Singed

I have played a lot against him recently and I am sooooo lost on how to actually counter him. I'm only S4 so I'm sure that is part of the issue but I don't get how to counter play him. You leave him alone - he split pushes and takes tower. You chase him - you die to poison. You hard CC him - he is tank AF by 15 minutes and can just run away. Any help here on dealing with the single weirdest champ in the game?

Force down objectives on other parts of the map while he leaves his team to 4v5. Assuming your other laners aren't complete monkeys, you should be strong enough to win the 4v5 and take towers faster than Singed can on his own.

I'm in plat 2, and main top lane. I just ban him.

You can't deal with him solo as a tank or melee (my champs of choice), and ganking is a waste of time if he has ult/flip/either movement summoner spell. I'll continue to ban him until the Dark Seal healing passive is unique. If the enemy team has any waveclear, you cant just "force down objectives" early game, and coordinating soloQ is like herding cats. If Singed has TP, he can join the fight at any time and will probably be more farmed than you.

I just stopped dealing with it. It's not worth the trouble.

Either play Nasus or Veigar and be prepared to split-push him until the end of time (or his life, whichever comes first), harass him into oblivion as Quinn or Jayce, or just have your team 5-man gank him. You're not gonna win as anyone else, because of his speed, and your inability to chase him. Ahri doesn't do so badly against him, because she can just ult to the other side of him, CC him, and has a bit of true damage to bypass his MR (You HAVE to take an advantage somewhat early, though. You can't win otherwise), but you'll have to be careful to avoid his throw and snare/slow. Teemo, assuming you can avoid being flipped, has a good advantage over Singed as well, through his mushrooms and speed (max W, buy item 3009, ????, profit!), and his range is a nice bonus (Q is useless, except for applying item 3116's slow and DFT (or longer-range harass, I suppose), but his own poison, slows, and speed are rather helpful). If you're not one of those people, though, your odds of actually killing him are rather slim. Garen might have an advantage, as should a team with Leona, Blitzcrank or Thresh. Gangplank shouldn't fare too badly, and, of course, any good Fiora or Riven will win lane. Other than that, I suppose, just keep your least-important teammate (that's unlikely to die to Singed) toplane to counteract his split-pushing.

Pressure they lane, either by pushing or getting ganks. If he is proxy farming, ask for your Jungler or mid to help kill his ass since he is way behind enemy lines. Singed has only one main focus: Split Pushing. Being nearly useless in quick fights and in roams and ganks until he gets a few items, Singed tends to just farm/proxy farm. Champions like Nasus, Fiora, and (imo) Karthus work really well into him since they either just love to farm and do not mind the slow and boring laning phase where all they will do is farm minions while singed proxy farms them (Nasus and Karthus), or they can win any sort of trade he may try to do since they can deal a shit ton of damage (Fiora and Karthus) at early levels if allowed to (Plus Fiora can easily counter his flip with riposte since it is far too obvious as to when he is gonna try to use it, then once he is stunned, chunk him with your passive true damage). At least these are my suggestions, but fair warning, I haven't been a top main for a while (swapped to being an ADC/SUP main last summer) so I may be behind on some of the mechanics and strategies.

i normally take someone like trundle who can out sustain him when he starts proxying.
