Revert corki buff and nerf lucian once crit is reverted

Lucian just needs a nerf in general. I don't play bot lane but I have friends that play adc and they say he's a pick/ban champ. 53 percent winrate and 33 playrate yikes.

Corki used to be really strong until they nerfed/reworked crit by taking crit chance off of his core item (triforce) and then also take crit chance off of his second item IE by making it instead of giving crit, just doubling what you have. So essentially if you build triforce and IE with corki, you get 0% X 2 = 0% crit. He got buffed as compensation for this. I know alot of people probably don't see him as a threat, but that's just because he needs like three items to really do anything in game when crit was changed. Now he can go back to his usual Triforce ->IE.

Lucian needs early game nerfs and late game buffs. He's the only marksman that has agency during the laning phase relatively speaking and this is why he keeps shitting on everyone and if we give everyone else agency in the laning phase there's no point in playing Lucian. Playing against Lucian is like playing against a leblanc as mage, he assassinates you 100 to 0 you with a fucking cutlast, can't trade him, he has good wave clear, mobility, thank god he doesn't scale like the other marksmen but who cares when he pretty much makes you useless.
