Champions that provide consistent damage even when they are behind?

Now all of us here know that almost all support champions have use even when they are 0-5 for example, blitzcranks q, threshs q, Leona Ult, Annie passive, etc... Now my question is what champions can provide "good" damage even when behind. I don't mean non item reliant champions but champs that within their kit provide high rewards for high skill. For example: CASSIOPEIA (her passive plus twin fangs low CD results in a crap load of damage even when I'm 0-3. Amazing champ.) ANIVIA (If skills are landed properly, AoE stun plus wall, plus Ult equals a lot of damage even when behind due to her kit.) VEL KOZ (true damage passive) CORKI (Again true damage passive but he's also an ADC so...) ANNIE (Burst potential with passive is quite high) VEIGAR (Combo plus ult makes him dangerous) I unfortunately do not have enough time to think of other but I thought some of you would help me and we could have a nice discussion about it. Thanks guys!

Oddly enough, Garen . I just had a conversation with someone about this. Yes, he is prone to getting kited, but he isn't that item dependent AND nearly all items (excluding AP and mana based) are EXTREMELY cost efficient on him. His abilities are based on total AD rather than bonus AD which makes Armor pen/shred items (*cough item 3071) very powerful on him. His E can "crit" meaning items like IE and Ghostblade can be strong on him when they wouldn't be practical on someone like Renekton. His passive works off of his max health which means stacking health can turn you into mini-Mundo when not taking damage. And his passive on his W gives 20%bonus armor and magic resistance, so your resist items give you more than the average champion. He ALSO gains 30% damage reduction when he activates his W, the highest in the game besides Alistar Ult. And due to his Ult being based on missing health, he can execute even tanky champions that have stacked a lot of health with moderate ease. He can be both a tanky frontliner or a damage dealing follow up and not really lack in either department if he decides to build either more offensively or defensively.

Basically, he doesn't fall behind as hard because any item he builds is worth more than an item on another champion. A 3 item Garen is almost equivalent to a 4 item bruiser with similar items just because Garen gets more from each item he buys.

As I already stated, Garen can suffer against kite heavy team comps as he has no real way to get to them other than running at them, this really diminishes his power and it is why you will probably never see him in pro play, even though he is really strong in solo queue as long as the enemy team doesn't counter you too hard.
