As for vlad, it seemed to me that the people calling him weak, were the one's who still believed that Flat AP was the only way to go. But as the LCS proved, The health, regen boost, and MR from SV, means that he can actually hold is own against his AP Counterparts. His build options are also a lot more diverse now.
