Also, Sejuani has the third highest base armour of any champ at level 1. She just has below average armour growth.

Base armor levels are arbitrary and inconsistent across the board, so Sej is no exception.
She's a health stacker, so free armor is useful, regardless.

Meep Man1 votesI don't get it when Riot makes a Passive that is pure stats, but then reduces a character's base stat of the exact stat so heavily that it cancels out to be as if they didn't have the Passive. I would get it if the base stat was lower than average, but the Passive makes it a ton bigger than usual. However, when it cancels out to be as if they didn't have the Passive, it just doesn't make sense.
