Why didn't 5.6 Fix the Sion Bug/Game Mechanic with Ultimate?

So Riot fixes bugs with bots (Veigar's Q), and other bugs but leave the two glaring ones in the Invisible Nidalee Spears and Sion Ultimate Stop Bug/Game Mechanic. Why not get rid of these game mechanics/bugs instead of permabanning the players that used it?

I was playing yesterday and there ashes ults were invisible i have seen the same with others like this being invisible.

lately lots of projectiles are invisible :/
