Personally, I think Items should contain less CDR, and more raw stats.

Right now, it's stupid easy to hit 40% CDR without even trying. Everyone has low cooldowns, but everyone dies fast. My proposal? Have certain tank items have removed CDR, but throw in some tank stats to compensate.

For example, Spirit visage. Now I'm a Darius main, and this item is amazing. However, as a frontliner, I find that building against fed AP pokers/battle mages is always a struggle, as I can build merc treads, Spirit visage, and adaptive helm, and only have 200 MR...while the enemy has around 700 AP. Meanwhile, if the enemy ADC is fed, I can rush a few armor items and take about 70% less damage from the adcs. So why not give Spirit visage more MR/ Health, but remove the bonus CDR?

Now, I'm not saying CDR should be removed: I think it's completely vital and necessary for certain champions. Certain items should indeed have CDR, like deaths dance: an item meant for duelists, with no raw tank stats. Duelists need lower CDR to constantly stay in fights, so this is fine. However, in what scenario does Warmogs need CDR? You usually rush warmogs late game, so by then you should have 40% cdr without even trying: So that CDR is a waste. Why not have more HP in it's place?

In Conclusion: Damage is high, and I doubt it'll ever get low again. However, Tanks shouldn't be as much of a threat as a riven with spear of shojin. Tank's should have longer cooldowns, but more resistances, so they actually fufill their role. This is slowly happening with certain changes, like the sion nerf a while back, where his cooldowns were gutted. To those who might think this is a broken idea that divers can abuse, reconsider. Many items are built because they synergize with their kits. Iceborn gauntlet used to be an item that tanks could build to have more dueling potential, and more solo influence. Instead, it's now abused by champions who want low cdr and have decent poke (looking at you, ezreal and viktor). Take away the CDR from this item and just have it be raw tank stats with the sheen passive, and it hinders these champions playstyles: as though they may be more tankier, they can't spam as much, so it wouldn't be optimal.

Any thoughts?

Pure tanks generally don't offer much outside of cc and disruption with skills (braum, leona, alistar, maokai, poppy, rammus, taric... list goes on), all these champs are pretty useless while their spells on cd and don't provide any significant dps with their autos. If their cds were longer than they already are then you'd pretty much just kite and ignore them throughout the entire team fight. Like, whats a Leona gonna provide with 1000 extra hp if you're just ignored and ur carries die. I'm also curious which true tank does more damage than riven on an even gold standing, I don't imagine any of these champs nuking an adc as hard as she can.

Oh by no means will a tank nuke as hard as riven, but tanks do hurt, which isn't really the point of tanks. Like you mentioned, tanks don't have much outside of cc and disruption, but that same CC and disruption shouldn't also chunk the backline. It's one thing to successfully cc the backline, it's another to cc the backline and chunk them in the process. Less CDR, but more tank stats makes it so tanks can't really duel, but also can't be killed as easily. Furthermore, it makes it more impressive when they land a high CDR skillshot.

TLDR: tanks should be low risk, low reward, and shouldn't be as easily bursted down as they are in today's meta. Leave High risk High reward to other roles like divers and assassins. Tank shredders like urgot and vayne should actually be a niche, as opposed to having extra damage overall to all classes.
