He's pretty damn predictable with his leaps in-lane. Low health minion? He's gonna leap to it with Q to build stacks and get five. Very easy to abuse that and hit him when his Q is down.
He's being aggressive? Stay on the other side of the lane. It's got a limited range on the leap until he actually stacks his passive, and he won't be zoning you from minion farm if you're somebody like Sion.
Alternatively, push him to tower or freeze lane near your tower. Can't use the bushes then otherwise he misses CS.
You can also literally count how many stacks he has and when he's going to be empowered and prepare for it in response. Making it so he can't leap out of a bush that's warded heavily nerfs his laning phase for no reason, considering the trinket lasts sixty seconds(60 seconds of no passive for Rengar that he can't do anything about unless he runs a scanner, which then means no ward for incoming ganks) or 3 whole minutes, or infinitely with a pink you can guard.
