Is there any particular reason CDR boots are so much less cost efficient than 'zerkers?

CDR is generally valued equal to IAS, or slightly less expensive depending on which item/mastery/whatever you're looking at.

Zerkers and CDR booties are both 1k gold. Zerkers grant 25% IAS and CDRs give 15% CDR.

Why is that?

It seems like CDR boots should have a lower cost or some kind of vaguely interesting passive or something. Mercs give tenacity, Tabbi grants 10% auto-attack damage reduction, Mobis are Mobies, Swifties give slow resistance, Sorc boots grant the best squish-exploding stat around, and Zerkers are super cost efficient.

CDR boots though? They seem pretty bland by contrast.

Is that a good thing?

when i notice i have 25% cdr and i dont plan to get anything else that would gimmeh cdr while benefitting from spamming more skills lucis it is!

Well, yes, clearly. Having an item that gives 15% CDR is nice since it pairs well with the 5% CDR mastery.

I'm just sitting here wondering if the thing should have 100 gold chopped off its price or have some sort of unique passive added to it to provide a little more spice to an otherwise bland item. Because you've got to admit, Lucies are pretty darn bland when compared to the other choices in footwear.

Berseker used it be even more cost effective. I belive they increased the price from 900ish gold.

Another big problem you didn't mention is that berserker builds out of a dagger, and Ionian's build only out of shoes.

Your mom is the reason cdr boots are so much cost efficient than zerkers.

CDR vs. AS isn't so clean cut. Trinity Force and Lich-Bane are examples of items, that once obtained, synergize extremely well with CDR. The only thing that synergizes with AS is more AD and more AS and on-hit effects (which are not as plentiful as they could be). In rare cases, champs like Yasuo get a faster Q with some AS which makes things interesting.

Not to mention a lot of your powers that benefit from CDR have immeasurable power. Its not just the damage from ability casts, its the snares, the stuns, the roots, the silences, things that are highly situational but can have incredible influence on the outcome of a battle.

For this reason, I think CDR is stronger than AS, and it makes sense that CDR is caped at 40% than AS which is capped much higher dependent on champion.

Good answer, but, explain the Azir variable. That part is still unclear.

You forgot Crit, flat armor pen, and %Pen. Crit is kinda important when it comes to valuing attack speed.

CDR was capped at 40% to prevent stun-locking from champions with 2 second, targeted stuns with 6~8 second cooldowns. We used to have a few more of those.

Sorc boots would be a superior choice for Harvey Bird Man's DPS pretty much regardless of what could be done to CDR boots.
