In the latest patch 4.19, the stack counter for Akali's ultimate is missing.
Riot purposely added the stack counter in patch 4.2: http://leagueoflegends.wikia.com/wiki/V4.2
What happened Riot? Did the balance team had a flipflop? It is now difficult to keep track how many charges Akali has now.

Its kinda hard to keep tracks when you're spectating an Akali.

Its a bug i noticed i couldnt tell when ashes Frost shot was on and it was annoying me to death, only way i could tell if i looked at Q
It's probably a bug, since removing it makes no sense.
I'm sure it's a bug, maybe a fix will go out with the hotfix we'll get for Azir's ultimate (which I can only assume will happen)
