Riot: Would it be possible to make Bard's chimes give him more EXP if he's behind in level?

I know right now chimes give flat exp, but I think it should be made so chimes give you more exp the further you are behind average level so that he can keep up while still roaming. It feels like right now the minimal amount of experience given doesn't help keep bard at level with the rest of his team. It would be great if the chimes were a way of catching up when behind while roaming. I don't think I've been in a PBE match yet where the Bard player wasn't 2-3 levels behind everyone else.
