You know what would make tier 1 and 2 runes better?
Being able to actually make a full rune page before they're obsolete.

The ONLY reason t1 and t2 runes exist is to force you to spend money on champions while leveling up, rather than spending IP.
They make you feel like you NEED to buy t1 and t2 runes to stay competitive while you level, that way you NEED to spend your IP on something other than champions, forcing you to spend cash on champions.
