Would Riot ever consider allowing new accounts to go straight to 30 if linked to another 30 account?

I'd really like to play from another account, but having leveled that account up to about 12, I'm so incredibly bored with the process that I stopped playing on it. I just want to have my full runes and masteries and to go into ranked with this new account. Maybe to try ranked with a theme, for example only playing mages on this account. Anyway, my question is this: would Riot consider connecting a new account with a previously made one that is already level 30 or already ranked to skip the new account to 30?
