Why not give Veigar scaling AP Ratios?

With all the Veigar QQ at the moment, the main thing I've seen being complained about is that his laning phase is too strong and too safe. The obvious answer would be to just outright nerf his damage, but what if instead, his power was shifted later into the game? For example, his stun delay could be increased to about 1 second, then reduced by 0.1s per rank. His base mana costs could be made higher, but not increase with levels. Q's AP Ratio could be adjusted from 0.6 to 0.45/0.5/0.55/0.6/0.65, and a similar scaling could be added to Dark Matter.

The only thing I think doesn't need any tweaking is his ult, since that's kind of his defining ability, unless the Enemy AP ratio gets shifted to Veigar's own ratio.

I've found him quite weak early game. no one ever harasses me tho. like, with his mana pool if he's farming with q which he should be, in an all-in scenario he can only cast two spells, and TBH I don't even unlock e till level 4. most champions if they manage to stay full health and especially if they've poked me, can all-in me and i'll die. everyone seems so afraid of veigar early, as if he has insane power at all points in the game? he doesn't

he's also really weak to zed and blitz and well-timed zhonya's. and tanks, he has a HARD time with tanks.

It may actually work, but I would place a scaling ap ratio only on his Q for now. Scaling ratios force the player to max out the ability first, and causes their early game damage to be awful.

a good example is evelynn and her hate spike. As it possesses a scaling ratio her early game damage, mid game, and late game were turned to garbage.

veigar may work due to the ap gain he gets from killing champs and minions.

The thing is that his kit is hard to balance. He is a burst anti-mage with insane zoning tools, safe laning phase and overall strong teamfight due to his kit. How do you balance something like that? Either he is garbage or he will destroy everything.

I have played against him on my main account a couple of minutes ago.. He got fed in lane (due to some ganks and a safe laning phase), was unkillable because of Zhonias hourglas and his e and he dealt insane damage to our carries. There is no way to focus him down effectivly if he has a Zhonias and his e up. He HIMSELF is a zoning tool cause you always have to be afraid that he will blow you up if you come to close (which makes the assassin counter argument vanish).

I was playing Rengar jungle and i could do NOTHING against him. I bought 2 defensive items against him and still he killed me without any difficulties.

I find one of the more bothersome things about him to actually be how effective his ult is against, well... anything. He's supposed to be an anti-mage, hence the ult scaling with the target's AP. I would rather see the ult scale less off his own AP, but more off the target's AP. It's so easy to get 1k+ AP on Veig, you're talking a 1500+ damage targeted ult at level 16 without taking into account the target's AP. That means he's very close to being able to 1-shot an ADC. And a mage that has built up to 500 AP will be taking 1900 damage to the face.

If the ult were more reliant on his target's AP to be that super heavy nuke, I think he would be in a much better place. Might even be able to keep the 1.0 ratio on W if you do this (gives him something high-scaling to reward him for all that AP he gets. But I think more like 0.5 ratio on his AP with 1.0 ratio for the target's AP might be more appropriate for the ult.

Rather this than the handful of meta-maniacs crying for him to be gutted because he did alright in the championships.
