200 gold isn't going to make ADCs not a problem. I'm more interested in why Riot thinks Marksmen in their current implementation should exist at all, because they violate all or most of Riot's design philosophies regarding champions. The meta-answer is "because players would scream their heads off", but that's no excuse to make your game inconsistent.
Being autoattacked isn't engaging or interesting, for either the ADC or the people getting shot by them. There's no counterplay to being autoattacked; if you're in range, you're taking damage, and at present mitigation isn't a plausible solution after an ADC picks up one or two core items. ADC kits are jam-packed with steroids and escapes to negate their weaknesses: being denied farm, being ganked.

They would need buffs to compensate; theyre already not really gold efficient.
