Is There Someone That Reviews Reports or Are They Automated?

I'm changing my behavior and not being a toxic player anymore because I'm tired of getting chat restrictions, but when someone on my team is raging and I tell them something like, "We're not surrendering," or, "Why're you getting mad over normals?" I get a report by them. This has only happened twice out of my past like 40 games, but I'm still paranoid about getting another chat restriction. I'm not a toxic player anymore I've learned my lesson and I'm genuinely scared over these now :(

So does someone review the reports or are they automated?
