If a player is queued alone, the strength is determined by his personal matchmaking rating (referred to as MMR from here on out) and number of wins for that particular queue.

Mysticman891 votesI'm pretty sure it's more that you are matched as a new player (separate from the overall playerbase) before X wins in addition to mmr. So that's why smurfs very often end up in all smurf games, since they're all 'new players' with extremely good mmrs.
Once people have a hundred+ wins, I suspect mmr is almost the sole factor, which is why you don't see bronze players with 1k+ games played showing up in plat games with good players who have <100 games this season despite all their wins.
