Was Shaco meant to be like this?

Okay look, I've been playing a bit of Shaco in this new jungle. It's... fun. However, it seems like with the new damage increase to monsters, I find myself commonly in the enemy jungle with Poacher's Knife rather than ganking my lanes, which I know is what Shaco typically does/did in s4. Was this intended?

Would make sense. Especially because counterjungling REALLY shuts down the enemy jungler. It's actually an effective tactic.
