Assuming that you perfectly time the w-q-e-q combo, issue no movement commands, and you are in a zero ping environment, Ryze can do 6 rotations of this combo.

With all spells at max rank, 6 rotations of w-q-e-q combo will deal 4014 damage, plus 1080% his ability power, and 75% of his maximum mana (not accounting for item effect damage)

This disregards human elements. In order to pull of a maximum efficiency ryze combo, you need to have zero ping (ie lcs), play with a metronome, and practice an assload.
