Why can we not get Soraka borders with the pass?

We can all the skin borders except for the highlight legendary skin. That is unless spend a ton of money on the skin bundle. Token shop lacked a lot of stuff this time around, feels like a rip off this cycle. No emotes, no ward, just the 1350 borders and then the leftover dump for keys and essence etc.
