450 abuse in low elo

Originally, I'm assuming Riot made 450 champions to allow for low levels to learn the game. Riot gave them a verY low skill cap and made sure all of them were essentially ways for new players to have a foothold against better ones. Of course there are exceptions like Sivir who is different from her lesser skilled counterparts so I'm just going to be discussing the group in general. When I'm on my smurf, I see champions like Zed and Yasuo mainly, with very little 450 champions. In fact, the only time 450s I ever see is when I'm playing ranked in low-mid elo. Silvers and others know that they play just as good an Annie as a diamond usually does. This allows them to "outplay" other players who are playing harder champions with a much higher skill cap. Riot has expressed they want to make higher skill champions more rewarding for better players by balancing the whole game around LCS. So why are these training-wheel champions allowed to be played in queues intended for those with 200+ games? The ranked system is to see where your skill is around other players, but it's been a total fail ever since the release. If Riot ever has plans for overhauling ranked, they should start with disabling 450 champions in ranked queue until they are reworked into something healthier for a competitive enviroment.

-On a side note, when these players don't get their 450 main like Annie or Garen, they often do very poorly as another champion and contribute negatively to the team

if you think a silver Annie and a diamond Annie are indistinguishable, then why aren't you diamond?

If you think you can climb to diamond by playing Annie only or Garen only, and you aren't doing so, you aren't serious about ranked and in fact you are intent feeding.
