If devourer is apparently bad at competitive play, why not just remove it?

If Riot wants to balance this game completely around challenger tier 5v5s, devourer really doesn't have a place in this game. I've had a lot more fun in the past few days than I've had in the past two months seeing the return of jungle diversity in soloq, where devourer is spammed for an unhealthy experience on both ends. But at the top 0.001% (maybe even just LCS?) I've heard that devourer is trash. It really can't be balanced in a way that makes it a healthy item(maybe it can but Riot just wont), so I would be glad if Riot just gave up trying to find a place for this item and dumped it.
