From southern California, especially with lower quality internet providers, LAN ping can be up to 60 lower than what is expected on NA. It would only make sense for Riot to allow players to be able to play without 140 ping without coughing up $20, unless that's a way they are expecting to make money off of. And unlike the East Coast problems pre-Chicago, this epidemic has a much easier solution :)
