As someone who genuinely wants to see how well a dedicated wandering support can operate, don't make Riot think that something is OP and get him nerfed. There are plenty of other great junglers that do what he does just as well if not better than him and you'll probably be playing him like a jungler anyways in terms of roaming.

I normally don't care this much about unorthodox champ picks but I honestly feel like this Bard jungle thing is only because Riot stated they didn't want him to be a jungler.

Nah, this time Riot really made sure you can't take this champion into other roles (effectively). Sure, you can sustain really well in the jungle, but your clears are /extremely/ slow, and counterjungling him is very easy. As for mid-lane, his Q is pretty hard to pull off and has low scaling for his only damaging ability (besides passive. )

Clearly you haven't seen videos of people trying to jungle him. I think it's officially the lowest clear speed in the game.

The dude(or whatever he is) would be jungle trash anyway. Much like how Bruam did not work in the jungle very well (and bruam can clear faster than this guy).
