Jungle Item Uniqueness
Tl;dr - it's neat that jungle enchants have these really cool effects, but could we get them on laner items plz?
Once, Juggernaut was an inefficient and uninteresting statball. Now, Cinderhulk has revolutionized the meta, and even laners are getting it because it offers something that nothing else does: +% HP scaling.
Once, Magus was an efficient and uninteresting statball. Now, Runeglaive has excited all the AP junglers who aren't Fiddlesticks, and even laners were getting it because it offered something that nothing else does: a way to chain a Sheen proc into a Luden's proc. (It remains to be seen if it'll be used mid after that change for Ezreal to transform his Q into magic damage.)
I've heard theories that Sated Devourer will appear in the bot lane, and, lo and behold, PBE has Riot replacing Warrior's true damage with a DoT version of Corki's passive. And so, the crux of my issue: is it fair that junglers have access to these unique effects that laners can only buy if they take Smite?
My instincts say no. The only other role that has a unique effect on its items is support, and that's because they need a source of gold that's incompatible with farming. I'm not saying we should return to the boring statball jungle enchants, but I think the exciting new effects on the enchants should also be present in laning-appropriate items. Sheen+Codex could make something with a Runeglaive-like effect, Warmog's could have the +% HP returned to it, and Brutalizer could build into a new item that incorporates Warrior's Wrath, the passive that might be added to Warrior enchant.
