What if Riven couldn't cast her second or thrid Q unless she hits a target

Now she can't run away for literally ever, and she can't close the gap on you from miles away.

The wall jump on her third Q would then be utterly useless.

Good.

That's not actually good. You want her to be weak, but you would do the opposite.

The balance team would move the power given to her third Q elsewhere, either giving the first Q or her E the wall jump, or increasing her power elsewhere. Riven will be keeping the same power budget, so if you want to weaken her kit in one aspect you had better expect the balance team to increase it somewhere else.

No see Riot doesn't do compensation buffs. So she would be the worst champion in the game and everyone wins.

If you actually believe that you're an idiot.

I'll take it you do actually believe this due to how you use the word compensation, which has been bandwagoned around for so long that it's almost lost all meaning.

Go look at how balance is being handled on the PBE if you want evidence.

This would make Riven the worst champion in the entire game.

I can see this being okay. It would even challenge Riven players to Q through enemy minions for a sneaky long-range engage.
